Parole Suitability Assessment (PSA)

The PSA is a report compiled by Community Correctional Services (CCS) for the Board.

The Board relies on the PSA to make an informed decision about whether a prisoner should be released on parole.

When a prisoner has applied for parole, and the Board has decided to progress the application, the Board will then request a PSA from CCS. The purpose of a PSA is to bring together the relevant information for the Board to assess a prisoner’s suitability for release on parole. The PSA is comprehensive and covers a wide range of issues including the prisoner’s risk to the community, employment background, family and social life, drug and alcohol use history, prison behaviour, proposed accommodation if released on parole, and more. The PSA also makes a recommendation on which discretionary conditions the Board should impose.

Parole Suitability Assessment (PSA) Re-parole

The PSA Re-parole is a report compiled by Community Correctional Services (CCS) for the Board.

The Board relies on the PSA Re-parole to make an informed decision about whether a prisoner should be released on re-parole after a previous parole episode has been cancelled and the prisoner returned to custody.

When a prisoner has applied for re-parole, and the Board has decided to progress the application, the Board will then request a PSA Re-parole from CCS. The purpose of a PSA Re-parole is to assess a prisoner’s suitability for release on re-parole.

The PSA Re-parole and PSA are similar reports. They are both comprehensive and cover a wide range of issues. The PSA Re-parole also examines the background of why a prisoner breached their parole and had their parole cancelled, and what the prisoner has done to address their behaviour following their return to custody.

Parole Suitability Assessment (PSA) Addendum

The PSA Addendum is a special report compiled by Community Correctional Services (CCS) for the Board.

The purpose of a PSA Addendum is for CCS to notify the Board of a change in earlier advice regarding a prisoner’s suitability for release on parole or their parole conditions.

The Board will normally request a PSA Addendum if it requires additional information to make its decision whether to grant parole. For example, the Board may request the prisoner complete a particular program and be notified of its completion via a PSA Addendum.

Following the submission of the PSA, CCS may wish to submit additional information that could impact the Board’s decision. For example, if the prisoner misbehaves and causes an incident in prison, CCS may notify the Board via a PSA Addendum.

Parole Suitability Assessment (PSA) Accommodation

The PSA Accommodation is a special report compiled by Community Correctional Services (CCS) for the Board.

The purpose of this report is to provide the Board with additional information relating to a prisoner’s proposed address.

This report is required if, at the time of the Parole Suitability Assessment Report or the Parole Suitability Assessment – Re-parole Report, the prisoner was not able to propose suitable accommodation or if the prisoner proposed accommodation but the Board concluded that the accommodation was not suitable.

Court Outcome Report

The Court Outcome Report is a special report compiled by Community Correctional Services (CCS) for the Board.

This report is provided to the Board if there have been outstanding charges or other relevant court matters (such as an appeal) and it is necessary to provide the Board with an update on the proceedings in order to inform the Board’s decision-making.

Advice and Recommendation Report

The Advice and Recommendation Report is a special report compiled by Community Correctional Services (CCS) for the Board.

The purpose of this report is to inform the Board of changes in the circumstances of a prisoner on parole that require either consideration or further action or noting by the Board.

Changes of circumstance can include, but not limited to, requests for travel, variation of conditions or notifying the Board of a significant alteration in a prisoner’s circumstances on parole.

Risk and Compliance Report

The Risk and Compliance Report is a special report compiled by Community Correctional Services (CCS) for the Board.

The purpose of this report is to inform the Board of circumstances regarding escalation in risk, further offending or issues with compliance, irrespective of whether cancellation of parole is recommended and provides critical analysis of these issues.

Return to Custody Report

The Return to Custody Report is a special report compiled by Community Correctional Services (CCS) for the Board.

The purpose of this report is to inform the Board of the issues that led to the prisoner's parole cancellation, the prisoner's attitude while on parole, and the risk factors the Board should take into consideration if the prisoner decides to apply for re-parole in the future. The Return to Custody Report will assist the Board to determine if some or any time to count should be granted to the prisoner.
